Kyauk Phyu Special Economic Zone

     KP SEZ is one of the planned zones including in the master plan designed for the development of the special economic zones of the Union of Myanmar called “Study on SEZ Development Program in Union of Myanmar” which was drawn by Japan Engineering Consulting Firm Association (ECFA) under the guidance of Ministry of National Planning and Economic Development of the Government of the Union of Myanmar in 1997.

     KP SEZ is situated in Kyauk Phyu District in Rakhine State and as a key area for both the national economic development and Rakhine State development. The Office of the President of the Union of Myanmar approved the establishment and implementation of the special economic zone and designated the KP SEZ Management Committee in December 2011. Also the Pyidaungsu Hluttaw also improved the implementation and location of the KP SEZ on 29th December 2015. It was planned to establish KP SEZ constituting 2446 acre of an industrial park, 1235 acre of a residential park and 608 acre of a deep sea port accounting total area of 4289 acre in Kyauk Phyu region.

     In order to develop the planned activities of KP SEZ the foreign competent investor were invited to proposed for the tender process. The Government of Myanmar held an international Public Request for Proposal (RFP) on 29th September 2014 for the joint development of KP SEZ. On 30th December 2015, the Government of Myanmar announced CITIC Consortium constituting CITIC Group Corporation, TEDA Investment Co. Ltd., China Yunnan Construction Engineering Group Co., Ltd., Charoen Pakphand Group Co. Ltd. as the winning bidder for the development of industrial park. Likewise, for the development of deep sea port, CITIC Consortium constituting CITIC Group Corporation, China Merchants Holdings (International) Co. Ltd., China Harbor Engineering Co., Ltd., Charoen Pakphand Group Co. Ltd. was announced as the winning bidder. For the residential park, winning bidder was not announced because of lack of qualified bidders.

KP SEZ is located in Kyauk Phyu District, Rakhine State, on the West coast of Myanmar. The Kyauk Phyu District strategically lies in the geographic centre of the economically vibrant and dynamic market cluster of China, India and ASEAN. This uniquely positions KP SEZ to serve as a trade corridor connecting these three economies (see Figure 1). Moreover, facing the Bay of Bengal, KP SEZ will serve as the gateway connecting the hinterland in Central Myanmar, North-Eastern India and South-Western China to the world.Locally, KP SEZ has good access to key cities in Myanmar- Being 275km from Myanmar’s administrative city of Nay Pyi Taw , 400km from the commercial centre of Yangon city , and 300 km from Mandalay, Myanmar’s industrial centre. KP SEZ is therefore not only well-connected regionally, but locally as well,reinforcingits strategic geographic location.
